FAQ’s - Philip St Advisory Committee
Gladstone Regional Council and partners called for community members with an interest and passion in developing a space for all and promoting positive community wellbeing and interactions to express their interest in being a part of the Philip Street Communities and Families Precinct Advisory Committee.
The appointment to the committee would be until May 2026.
Background
The advisory committee is a volunteer committee that supports the precinct’s progress and proposed initiatives to achieve Council’s vision for the precinct of being a vibrant and evolving space that supports and enhances community well-being for all.
The Philip Street Communities and Families Precinct Advisory Committee has been established to support and enhance the work undertaken through the precinct. The advisory committee provides Council with advice on strategic planning, management, and service system for the Phillip Street Communities and Families Precinct, by focussing on the below:
- Service mix of the precinct
- Opportunities to offer services in the precinct to assist in improving the community’s physical and mental well-being and health literacy
- Proposals for the precinct to create opportunities for lifelong learning and to assist children and young people and their families to transition through learning stages
- The precinct’s performance creates a sense of community connectedness, access to current information and opportunities to build social and cultural capacity.
Membership of the advisory committee is voluntary and consists of:
Ordinary Members - up to six (6) Ordinary Members (sought via EOI process) with a minimum of:
- One (1) representative of the Gladstone Region Youth (18-25 years of age)
- One (1) representative of the Gladstone Region Indigenous Community
- One (1) representative of the Gladstone Region Culturally and Linguistically Diverse (CALD) Community
- One (1) representative of the Gladstone Region Disability Community
- One (1) representative of the Gladstone Region Senior Community (55+ years of age)
An individual may represent more than one of these sectors of the community.
Appointments to the committee may be for a period of 24, 30 or 36 months or as otherwise determined by Council. It is also important to note that if a member does not attend at least three meetings (half the minimum number of meetings to be held per year) without prior notification of a proposed absence, their position will be considered vacant.
Gladstone Regional Council Members
- Two (2) Gladstone Regional Council Councillors
- One (1) other representative from Council
Appointed Members
- One (1) representative from the Salvation Army (primary tenant)
- One (1) representative from the Gladstone Area Promotion and Development Limited (GAPDL)
- One (1) representative from the Department of Communities, Housing and Digital Economy
The following non-voting committee members may also attend and take part in meetings:
- The Gladstone Region Mayor
- Committee Secretary, who will be an employee of Council.
Members of the advisory committee will fulfill their role by:
- Attending meetings and making a commitment to actively contribute to the discussions and activities of the committee
- Providing informal advice and formal recommendations to Council on matters relating to the Terms of Reference purpose and objectives
- Supporting open discussion and debate and encouraging fellow members to present their views and provide advice and guidance within their area of expertise and/or experience.
Members of the Philip Street Communities and Families Precinct Advisory Committee will be appointed based on their ability to meet the below selection criteria:

Terms and method of membership nomination and appointment
The process that will be used to fill positions is as follows:
- Gladstone Regional Council members to be appointed by Council/CEO.
- Appointed Members from The Salvation Army, GAPDL, and the Department of Communities, Housing and Digital Economy will be via nomination.
- Ordinary Members to be appointed via the EOI process.
Ordinary Member selection will first be considered by a selection panel. This may include an interview. The selection panel will make a recommendation to Council on the appointment of Ordinary Members.
Meetings and Voting
The advisory committee will meet a minimum of six (6) times per calendar year, at dates and times determined by the committee.
The Committee may elect to meet virtually through online platforms where it is required to do so, or where it is deemed appropriate or convenient.
Ordinary Member appointments will be determined by Council resolution at a Council meeting.
Terms of Reference
A copy of the Philip Street Communities and Families Precinct Advisory Committee Terms of Reference will be provided to each member of the advisory committee.
How to apply
Expressions of Interest will closed 5pm Monday, 15 April 2024
Interviews will take place during the week commencing 15 April 2024.
Interviews can be attended either in person on online via Microsoft Teams.
