In 2023 Luminous will again light up the Tondoon Botanic Gardens with an illuminated, interactive and engaging community event that is ‘Proudly Gladstone’.
Through light, art and imagination, the community will explore the magic of Luminous at the Tondoon Botanic Gardens for three nights on Thursday 13, Friday 14 and Saturday 15 July 2023.

ARTISTS & COMMUNITY GROUPS
Gladstone Regional Council invites local artists and community groups to put forward a proposal to activate an area within the Tondoon Botanic Gardens with light that will engage the community. The activation or activity/workshop should be an exciting concept that is new to the event and complements the large-scale event, in size and wow factor.
Modifications to previous submissions from local artists will be not be considered. Activations or activities/workshops must aim to increase community engagement whilst adding an illuminated element to the event that is practical or decorative. Activations that relate to or reflect on the Gladstone Region are preferable.
The Request for Services is flexible to the submitter’s ideas, capabilities and their capacity to deliver. Maximum budget per activation or activity/workshop is $2,500. Brand placement is negotiable upon request.
Please reference the requirements of the Request for Services below and outline the vision and scope of your activation or activity/workshop in writing by COB Monday 24 April 2023.
The Expression of Interest requires the candidate to:
- Develop and deliver an illuminated activation or activity/workshop for Luminous on Thursday 13, Friday 14 and Saturday 15 July 2022 (activations must be set up by 5pm Wednesday 12 July, to be ready for the Luminous test night)
- Activation or activity/workshop must be activated all three nights of Luminous, from 5:30pm-9:30pm
- Outline in detail the level of community engagement expected from the activation
- Outline in detail the large-scale activation or activity/workshop and how it will complement the large-scale event
- Ensure the installation is illuminated or lit with internal/external lighting, to enhance the viewer’s engagement
- Consider environmentally sustainable practices in both execution and display of activation
- Explain the considerations around safety for the activation
To submit your interest, please outline/provide the following:
- Proposal of activation with concept brief, graphics, renders or artistic drawings
- Outline of fee, budget or in-kind sponsorship for activation – please detail material costs
- Requirements from GRC (if any)
Preference will be given to the most creative proposals, that complement the large-scale light and art event within the budget allocated (or allowing for in kind sponsorship). In-kind sponsorship with brand placement is by negotiation.

Submission of a proposal does not automatically guarantee acceptance for Luminous. Please contact the Community Events team for any additional information or enquiries.
FOOD VENDORS
Gladstone Regional Council invites local food vendors to apply to be a part of Luminous. To be considered, food vendors must serve a minimum of four (4) dishes or food options that are ready to serve (with minimal wait times) and be able to supply their own power. If food vendor uses generators they must be ‘silent’.
Preference will be given to food vendors who use environmentally sustainable packaging, reside in the Gladstone Region and add value to the event (through their menu/service) preferably have favourable feedback from previous events.
All food vendors must comply with all food safety regulations and be available to trade from 5:30pm – 9:30pm for the three nights of the event. Luminous is a large-scale event with crowds of around 25,000 over three nights. A site fee will be applicable.
Proposals must be received by COB Monday 24 April 2023.
All applicants will be contacted by COB Friday 28 April 2023.
Submission of an application does not automatically guarantee a site at Luminous.

STALL HOLDERS
All Applications must be received by Monday 8 May - Site fees MUST be paid in full by Friday 23 June.
Preference will be given to stalls/exhibitions who can demonstrate their environmental practices and align with the strategies of the Luminous vision.
Successful applicants will be advised no later than Friday 19 May.
