How to make a submission or comment
A submission or comment is a written statement about a development application.
There are two different types of development applications.
A code assessable application does not require public notification. You may submit comments on an application at any time between lodgement and decision stage. Council will acknowledge receipt of the comment. No appeal rights apply, and you will not receive a copy of the decision notice.
An impact assessable application has an advertised public notification period. This is when you can make a formal submission. Submissions received during the notification period will receive an acknowledgement. If you make a properly made submission, you can appeal the Council's decision on the application.

A comment can be submitted on a code or impact assessable application at any time from lodgement to decision. A comment will not be afforded appeal rights, and you will not receive a copy of the decision notice. To make a comment, email info@gladstone.qld.gov.au and include the following information.
To make a submission
A properly made submission can be submitted only on an impact assessable application and only during the public notification period. A properly made submission must:
- Be made to the assessment manager
- Be in writing
- State the name, email, postal address and residential or business street address of each person who is making the submission
- State what aspects of the proposed development are supported or opposed and why, using facts and circumstances
- Be received by Council during the formal public notification period
- Be signed by each person who is making the submission, unless it is made electronically.

Submissions for an impact assessable development application are not confidential. The Planning Act 2016 requires Council to publish all submissions on its website. This includes individuals' details. All submissions are published, irrespective of whether they are 'properly made'.
Submissions received during the notification period will receive an acknowledgement. If you make a ‘properly made’ submission, you have appeal rights and therefore can appeal to the Planning and Environment Court about Council’s decision.
