FY 25/26 Quarter 1 (01/07/2025 - 30/09/2025)

Enquiries 

A total of 375 customer service requests were received within Quarter 1, with 364 successfully closed, indicating a high completion rate of 97%.   Of those completed, 71% were resolved within 10 business days which demonstrates timely responsiveness to customer enquiries.

Prelodgement 

Six prelodgement meetings were held between Council and proponents over the reporting period for both commercial and residential proposals.  Prelodgement meetings are encouraged, particularly for multi-faceted development proposals.

Property Searches

Development Services completed 186 property searches during the reporting period, demonstrating ongoing demand for statutory information to support property transactions and development planning.

Application Decisions 

Council’s Development Services Team decided 285 applications this quarter.  This was across the fields of planning, operational works, building, plumbing and driveways.

Building & Plumbing Applications Lodged

Building and plumbing applications continue to represent the largest share of development activity, with 489 building and plumbing applications lodged to Council.

Other Development Applications Lodged

Consisting of 41 planning, 8 operational works, 74 Boundary Relaxation/Amenity & Aesthetics, 46 Driveway and 14 Other applications lodged for assessment.  

Development Inspections 

868 inspections were undertaken across the region which reflects ongoing regulatory oversight across building, plumbing, operational works, driveways and compliance matters.

Lots Created 

73 lots were created across a number of developments in Gladstone, Boyne Island/Tannum Sands, Agnes Water and Burua ready for the developers to register and release to market.

Value of Building & Operational Works 

The total value of building works processed during the period was approximately $608 million, reflecting strong investment across the region. This figure includes major industrial development, most notably Stage 2 of the Alpha HPA project, as well as residential and commercial construction activity. 

Operational works associated with development applications totalled approximately $1 million, indicating a mix of smaller‑scale infrastructure works supporting broader development activity.

Enquiries 

A total of 458 customer service requests were received within Quarter 2, with 450 resolved equating to a 98.3% closure rate.  Of those completed, 72.49% were resolved within 10 business days which demonstrates the majority of enquiries are being addressed promptly.

Prelodgement 

14 prelodgement meetings were held between Council and proponents over the reporting period for both commercial and residential proposals.  Pre‑lodgement meetings are recommended, particularly for proposals involving multiple or complex development components.

Property Searches 

During the reporting period, Development Services undertook 207 property searches, indicating continued demand for statutory information in property transactions and development planning.

Application Decisions

A total of 303 applications were decided by Council’s Development Services Team this quarter, covering planning, operational works, building, plumbing, and driveways.

Building & Plumbing Applications Lodged

Building and plumbing applications continue to account for the largest share of development activity, with 495 lodgements received by Council.

Other Development Applications Lodged 

163 "other" development applications were lodged to Council for a decision. This consisted of 35 planning, 16 operational works, 69 Boundary Relaxation/Amenity & Aesthetics, 35 Driveway and 8 Other applications.

Development Inspections 

A total of 854 inspections were conducted across the region, demonstrating continued regulatory oversight in areas such as building, plumbing, operational works, driveways, and compliance.

Lots Created 

52 lots were created across two developments in Calliope and Boyne Island ready for the developers to register and release to market.

Value of Building & Operational Works 

The total value of building works processed during the period was approximately $49 million, with $23 million of Operational Works processed.  This represents continued investment confidence in the region.  

FY 25/26 Quarter 3 (01/01/2026 - 31/03/2026)

Enquiries 

A total of 514 customer service requests were received within Quarter 3, with 487 resolved equating to a 94.7% closure rate.  Of those completed, 74.27% were resolved within 10 business days with 5.07% remaining open at the end of the quarter.  

Prelodgement 

13 prelodgement meetings were held between Council and proponents over the reporting period.  These meetings are an opportunity for the Developer and Council to meet early and discuss a proposal to assist with lodging a well made application.

Property Searches 

Development Services completed 180 property searches during the reporting period, showing there strong demand for property information to help with buying, selling, and planning developments

Application Decisions 

Council’s Development Services Team processed 263 applications this quarter, covering planning, operational works, building, plumbing, and driveways.

Building & Plumbing Applications Lodged

427 building and plumbing applications were lodged to Council for a decision this quarter.  The number of applications continue to be steady.

Other Development Applications Lodged 

This quarter, Council’s Development Services team received 38 planning, 6 operational works, 82 Boundary Relaxation/Amenity & Aesthetics, 32 Driveway and 5 Other applications lodged for assessment.  

Development Inspections 

Council’s Development Services team undertook 748 inspections across the region this Quarter.  Inspections were associated with building, plumbing, operational works, driveways and compliance matters. 

Lots Created 

A total of 13 lots were created across four developments in Gladstone, positioning them for registration and release to the market by developers.

Value of Building & Operational Works 

The value of building and operational works totalled $58 million this quarter.  Of this, 58% was allocated to the Gladstone/Calliope area, 19% to Tannum Sands/Boyne Island and 23% to the Agnes Water/Miriam Vale area.

Enquiries

A total of 368 customer service requests were received within Quarter 4, with 341 resolved equating to a 92.6% closure rate. Of those completed, 72.83% were resolved within 10 business days with 7.34% remaining open at the end of the quarter.

Prelodgement

14 prelodgement meetings were held between Council and proponents over the reporting period.  The number of prelodgement meetings remained steady across the 2025/26 financial year.

Property Searches

Development Services completed 154 property searches during the reporting period, showing continued strong demand for property information to help with buying, selling, and planning developments.

Application Decisions

Council’s Development Services Team processed 300 applications this quarter, covering planning, operational works, building, plumbing, and driveways.

Building & Plumbing Applications Lodged

490 building and plumbing applications were lodged to Council this quarter.  This equated to a 13% rise compared to Quarter 3.

Other Development Applications Lodged

This quarter, Council’s Development Services team received 144 other type of development applications which consisted of 30 planning, 10 operational works, 61 Boundary Relaxation/Amenity & Aesthetics, 40 Driveway and 3 Other applications lodged for assessment.  

Development Inspections

893 inspections were conducted across the region this Quarter by Council’s Development Services team.  The number of inspections increased by 17% compared to Quarter 3 showing an active presence in the region for building, plumbing, operational works, driveways and compliance matters. 

Lots Created

A total of 55 lots were created across the Region in Rules Beach, Gladstone, Tannum Sands, Beecher and Agnes Water.  These lots are then titled and then released to the market for sale.

Value of Building & Operational Works

The value of building and operational works totalled $88 million this quarter.  Of this, 55% was allocated to the Gladstone/Calliope area, 21% to Tannum Sands/Boyne Island and 24% to the Agnes Water/Miriam Vale area.
