Many recyclables can be delivered free of charge. Council charges a drop-off fee for general and green waste based on a user-pays model to balance costs. The green organic waste dropped off is broken down into mulch and offered free for domestic customers at various sites and times throughout the year. Fees are relevant to all sites.

When available, mulch can be collected from the following transfer stations.

Please note:
- Refer to Council's Fees and charges for information regarding large quantities of mulch.
- Mulch (when available) is free at Benaraby Landfill and Gladstone Waste Transfer Station. No fee for Council loading.
- Agnes Water Transfer Station is self-load only. When mulch is available.
Disclaimer
Mulch available is organic material that is a natural product made from garden waste dropped off at Council’s Waste Management Facilities from residents and businesses within the Gladstone region.
The organic material may contain:
- plant seeds,
- sharp objects and splinters,
- living organisms and insects,
- dusts and pathogens.
Council inspects unprocessed green waste in an effort to remove general waste contaminated with dropped of green waste. Some general waste contamination and synthetic material from this contamination may be present in processed mulch.

Council strongly recommends the use of Personal Protective Equipment (PPE) when handling this material. This includes heavy duty gloves, long sleeved shirt and pants, boots / enclosed footwear, safety glasses and dust mask or other respiratory aids.

Use of Gladstone Regional Council’s Waste Management Facilities is dependent upon customers adhering to the conditions of entry when on site. The conditions are designed to ensure the safety of customers and staff at Council's waste transfer facilities.
The following conditions apply:
- Council reserves the right to inspect all loads
- Scavenging is not permitted
- Climbing on or removing material from stockpiles is not permitted
- Children and pets must remain in the vehicle at all times
- Enclosed footwear must be worn
- Flares, EPIRBS, explosives, ammunition, fire extinguishers, and medical waste are not accepted
- Hazardous waste, such as flammable, toxic, corrosive, radioactive, and asbestos materials, is not accepted without special disposal approval
- No smoking or lighting of fires
- Obey all staff directions and advisory signs
- It is the driver's responsibility to unload his or her vehicle
- Council reserves the right to refuse entry to, or accept waste from, any person or commercial entity.
