On 6 October 2015, Gladstone Regional Council adopted the Planning Scheme, which commenced on 12 October 2015.  The Our Place Our Plan Planning Scheme regulates the way land, buildings and structures are used and developed in the Gladstone Region.

As a living document, amendments are made to the planning scheme from time to time and Planning scheme users are encouraged to regularly check for such amendments at the Amendment Hub

The current version of the Planning Scheme is Version 2.1, which commenced on Monday, 9 December 2026.

On Monday, 1 December 2025, the Gladstone Regional Council Planning Scheme Version 2.1 (Minor Amendment) commenced, replacing the previous version, Gladstone Regional Council Planning Scheme Version 2.

On Monday, 9 March 2026, an Administrative Amendment to the Gladstone Regional Council Planning Scheme Version 2.1 commenced.

 

News

Notice is given under the Planning Act 2016 that on January 21, 2025, Gladstone Regional Council adopted Temporary Local Planning Instrument 01/2024 Operational Work in Biodiversity Overlay(PDF, 133KB).

The temporary local planning instrument (TLPI) will take effect on January 24, 2025, and cease to have effect on January 21, 2027, unless repealed sooner.

The purpose and general effect of the TLPI is to:

  1. Provide clear direction on the regulation and trigger for vegetation clearing under the Biodiversity Overlay Code Tables of Assessment, and
  2. Appropriately define Vegetation Clearing and Exempt Vegetation Clearing in Schedule 1 Definitions.

The TLPI will apply to existing mapped areas under the Biodiversity Overlay as identified in Schedule 2 of the Gladstone Regional Council Planning Scheme Version 2, which are located in the Gladstone Regional Council local government area. The TLPI will affect the operation of the Gladstone Regional Council Planning Scheme Version 2, specifically Table 5.10.1 and Schedule 1 Definitions. Where any inconsistency arises with the Planning Scheme, the TLPI shall prevail.

LGIP Amendment

Following the completion of the five year review of the Local Government Infrastructure Plan (LGIP), Council resolved at its 7 March 2023 General Meeting to amend the LGIP contained within the Our Place Our Plan Gladstone Regional Council Planning Scheme Version 2.
